Over the course of eight years during the 1970s, Richard F. Fenno, Jr. (U. of Rochester) accompanied 18 members of the U.S. House of Representatives on a number of occasions as they visited their home districts. Based upon Fenno's observations, this volume reveals how congresspersons alter their political behavior in response to their perceptions of what their constituencies want.
